Tailwind CSS setup

Compile presentation, semantic tokens, and structural behavior directly from consumer-owned F# source.

Tailwind reads the copied source directly. Component renderers use complete static utility strings, including theme-token and container-query utilities, so there is no generated safelist, copied CSS asset, or global NuGet-cache path.

One host-owned stylesheet

fve copies no CSS. Import Tailwind, scan the copied F# source, and compile one application stylesheet. Commit the owned source and use fve diff to compare it with the selected registry.
